I've been all over this great nation (courtesy of Uncle Sam, the Navy, and you - the generous American Taxpayer... and I suppose I should also thank the commies & terrorists who made my job necessary), and I think the obvious answer to this question is:
Newport News, Virginia.

Of all the ports I've been to, Newport News blew the biggest chunks.
Except maybe for San Diego :-)
